probably means you can change the color and one or two pieces.

(...) Ya know, as I dug through shop.lego.com, I realized that they probably just mean you can spend $1,000,000 buying separate bulk train packs and THEN build your own train. (...) It appears that the engine in the photo does not use a powered wheel base set like set #5300. This would make this train engine a push along train making the price of the engine relatively cheap (but what is cheap in lego terms?) When it says (...)
