Here's my two cents on the whole thing:

If TLG were to go to the expense of reissuing sets they'd have to:

1)    begin production of parts that haven't been available for some time

Why not simply substitute for newer parts.  Great thing about LEGO is that
it's entirely modular.  (sarcastic remark, I apologize in advance.)  Put
another way.... if need be they could easily redesign a set to meet current
parts restrictions.

2)    print instructions and boxes

At least the artwork and design is already done.  But then again with
computers today, I suspect this takes even less time than it ever did.

3)    sort the parts into poly-bags and the poly-bags into sets

I'm pretty sure they can do this.

4)    advertise them

Not so sure that they do this now.

5)    distribute them (S@H, Lego Direct, whatever)

Not so sure that they do this to the best of their ability.

It should come as no surprise that all of this takes money.  TLC would be
cutting their own throats if they did all this and then made the
hard-to-find pieces easily available for individual order.  People would • buy
the specialized parts and add them to their own collections to make these
"classic" sets.  I know I would (but then again my budget is much more
limited than most...it seems that some people don't even worry about a
budget :-).

I think it's worth at least a test.
