One down side of this view: as each file is reviewed, it moves to the end of
the queue.  So the net effect of having people work off the file queue page
is that files will tend to stay on the parts tracker, and many files will
become certified at once.

That looks great, Steve, thanks. I really think this will help to maintain
author perspective, and help some reviewers to target the oldest files.
