Hello Steve,
Looks very good...
The easiest solution would be to add an 'Date of first submission' field in
the part table.
Because this field didn't exists so far the start value should be the date
of the last action on a part.
Then a parts thats been worked on won't fall back to the end of the line
until it has 2 certified votes.
Parts which have 2 certified normal votes shouldn't show up then anymore....
If you need any help (I'm a database expert in almost all know databases)
let me know...
