I have written a straight-to-QuickTime converter for DAT files. I don't know
about making a QTVR file, but, it makes a 3DMF file which you convert in 1 step
to a MOOV. The movie rotates the model in realtime in any QuickTime player. I
am pretty sure there are utilities to make a QTVR panorama from that.
My work-in-progress page was last updated 6/22/99. There are pictures &
QuickTime movie of my favorite part rotating.

The Fence movie will render if you have the QuickTime plug-in on your web
browser.
Apple is killing off the 3D features of QuickTime someday soon ("OpenGL should
be enough for anybody"), but this should be viewable in anything from QuickTime
3.0 to 4.0. (4.1 may be too late)
My source code is available, but, you need Perl and some QuickTime developer
utilities that aren't on Windows.
