Perhaps what is meant is to add an additional method of rotating parts... In
addition to having the ability to rotate in the X, Y and Z directions, some
parts would have an additional axis of rotation, in which you could rotate
them, REGARDLESS of the current orientation of the part in the X, Y and Z.
For instance, if I wanted to rotate a Technic Axle from + to X ( looking
from the end ) when it is not pointing in one of the cardinal directions, it
would be quite difficult, I think. If I had it oriented at the angle that I
wanted, but could rotate it on it axis, which in this case would be the axis
through the center of the Axle, lengthwise, it would be a simple matter.
