That sounds like a similar way like lugnet's mosaic maker? It seems to be a
good way to get the scale down to the model size. I always did it by
inspiration and, even more important, the size of important pieces for the
model.
For example check my pre dark-age MAN truck
(http://www.brickshelf.com/cgi-bin/gallery.cgi?f=2144 The first 3 pictures)! I
started modeling with the front axle using the Technic wheel out of set #8848
or #8090 (where the rear axles come from also). Than I went on with the cabin,
first the grill and the the corners. It goes like "try & error" till the right
look appears.
Today I do it in the same way with my train projects. Fist I decide the wide,
but normally it MUST be 8-wide for good looking (not playable) models. Than I
start with the most complicated part, e.g. the cabin of the Desert Express
engine or the windows of the Desert Express cars. And again: "try & error"!!

Similar with the steam engine: I started modeling by scaling with the eyes!
First of all was the front spoiler part, and on and on...

Interior design - oh well, I also know the problem! You send so much energy in
the model and than someone just build "something" for the interior...
