Yes. Well, no. Let me break that into two questions.
Yes, you need to enter the info exactly as before to post.
No, you don't need to enter the info exactly as before to get the cookie for
the second machine. But if you want the cookie to be correct, the info
should be exactly as before. (Note that the Organization is not part of the
comparison -- only the name & email addr.)

Then the server wouldn't recognize you and wouldn't accept your posting.

The server emits a cookie only when you have the checkbox set asking it to.
Each time you make a change to any of the info at the /news/post/setup/
page, and you have that checkbox checked, the server will send a new,
updated cookie to your machine when you press the Submit button. If you
uncheck the box and had a cookie previously stored, then the server sends a
cookie-command asking your browser to delete the cookie.

Email will be sent out whenever a new (x,y) combination is entered into the
system, where x is your name and y is your e-mail address, as given in the
News-Posting Identity dialog box.
So if you fill out the form exactly the same on N different machines, you
get one and only one confirmation email. The only reason for filling out
the form on N different machines would be to have a cookie stored on N
different machines. The (x,y) combination is simply a name/email tuple that
the server uses to recognize people in From lines.
If you fill out the form slightly differently N different times, you may get
N different confirmation emails -- depending on how differently you filled
it out.
