One idea on automation is to allow people to "vote" on an article, and the
articles with the highest votes make it to the top of the summary page. One
problem with this system is getting people to vote, and to make it easy enough
for them that the work of voting doesn't convince them not to vote (not a
problem with people reading via the web page, but no good, non-hacky way for
NNTP readers I can think of).
The other idea, which I think I've read Todd mention, is to have an appointed
editor for each newsgroup who picks the articles for the summary. This is nice
since it divides the work between people (different editors for different
newsgroups) and makes one person responsible/accountable for each summary.
