It's clearly NOT Panaka for two reasons:
1. It would say PANAKA under the figure
and
2. If it was Panaka, he would have BLUE arms and probably even blue legs (with
maybe boots painted on like the tatooine lego luke). If anyone has the SW:I
visual dictionary there is a section that shows Naboo officers in uniform and
it shows Panaka wears a uniform just like other officers, only with a blue
jumpsuit underneath.
