From the Essential Guide to Vehicles and vessels:
Walkers were designed to fill the need for a nonrepulsorlift heavy assault
vehicle
for armored platoons. While the emipre had countless repulsorlift vehicles,
drive
systems could be foiled by gravity fluctuations, unusual planetary magnetic
fields,
and other special conditions; the Empire needed a vehicle which could be
used
on the terrain of many different worlds.

The finished AT-AT walkers passed Imperial expectations.  Almost
unstoppable
as a weapons platform,, they proved potent psychological weapons.

What I think is even more strange, is why do they model high
tech armored vehicles after bipeds and quadripeds?  They have spacecraft
that can take off vertically, hover, and travel at light speed
yet they have Imperial Walkers?  Little furry, aboriginal ewoks
can take these things down with vines and logs.

Must be because of nepotism or illegal kickbacks.
A relative of the Emporer must be in charge of the AT-XX manufacturer.
Or maybe related to someone in purchasing.

Obviously for the love/fun of it is one answer. But what's up with
stormtroopers on dewbacks?
