My understanding is that Tatooine was a little backwater that the Empire had
allowed the local organized crimelords (the Hutts) to run. Im sure they didnt
have any reason to garrison troops there. I mean, its not like the rebels
would do anything silly like hide Vaders kid there under his real name living
with Vaders step-brother, now, would it?
