Not only they showed him twice in the catalogue, even the box is actually wrong! (It shows nearly the same as the catalogue: two Bobas) TLC also does this a lot for the Belville and Scala line. I'm positive that the Imperial Shuttle includes a fourth mini-fig to pilot. First, it couldn't be Palpatine; he is wearing the black hood piece. It wouldn't make sense to me. The royal guards aren't going to fly the ship. They just stand around and look intimidating.
