Now that you mention it, I think I thought something similar when I first encountered one (at the start of mt Lego rebirth when I bought a Mindstorms RIS). I remember thinking it didnt look very useful as it didn't have many studs or holes for such a large piece. When I had been through the official models and it hadn't been used I experimented a bit and I finally twigged what it was!
