Harvey's MP-6 MultiPurpose Cement has worked well for me.  Its label
says that it is for ABS, PVC, and CPVC pipe ... and contains methyl
ethyl keytone, tetrahydrofuran, cyclohexanone, and CPVC resin.  It's
thick enough that it isn't necessary to add plastic chips to increase
the viscosity ... and a small amount applied with a toothpick works
very well on LEGO bricks.  A small dot on the ends of two 2x4 bricks
yields an instant (15 minute) 2x8 brick.

The can has a caution: "Inhalation of vapors can cause dizziness,
drunkeness, drowsiness, central nervous system damage, unconsciousnes
and even death at extreme doses."

(Rummaging in shop...)  OK:

1. Oatey 'cleaner' for CPVC or PVC or ABS
   "contains MEK and Acetone"
   VOC 850G / Liter  (Means 'almost all solvent')

and
2. Genova Nove Weld P (For PVC Pipe)
   "contains tetrahydrofuran, cyclohexanone and
    dimethylforamide"

There must be a specific glue for the (usually gray)
ABS conduit.  Bet that would work...

Dave, what did you use to apply and control the glue??
Where did you apply it on a typical brick, so that
it was drawn into the joint but didn't appear outside??
