Lego used to sell these - I forget exactly which set(s). If I remember
correctly they were about 2cm diameter with 45 degree segments alternating
black / white, with a standard axle hole in the centre.

You could get the same effect with a standard pulley wheel and a piece of
paper. I'd guess that black laser printing on decent white paper would
have good enough qualities for 45 degree segments - possibly even 22.5
degrees or 15 degrees.
