All right, you made me do it:

This version looks a lot more cyclone-like.  I expanded it to give you
the 10-long sides you need, anchored at corners (sides is easy, corners
hard).  The centre ring is 8 across, but you can easily flesh it out
wider so that the hub has a thicker look.

Here's the problem:  The arm assemblies (the radial parts) are 13 long
in my model, but they should really be 13.44 long.  I'm not sure whether
you can build the ring as shown, the corners don't match up perfectly,
and the stress might be too great.

However, if you've got 1x1 beams to burn (40 req'd), you can build 13.44
long arms as follows:

As shown, they are 13 long, but you can loosen up the axle joiners to
give you a little extra length.  These will likely be a little sloppy
until you finish the outer ring, but once you've got that it should be
nice and rigid.

Actually, now that I look at it, there's an extra hinge at one end of
the arm in my depiction: the outer end needs 2, as it attaches to each
of the 10-longs, but the inner end only attaches to one of the 2-long
ring pieces (always left-handed).  Don't let that throw you off.
