It was necessary to protect the chain of command, remember. They didn't know if
there'd be a follow-up attack of some sort.

The world has hated and distrusted Americans for a lot longer than 2 years.

I was thinking more of the PR stuff he did for the country in the days after
9-11. Now though, he could do a bit more in the leadership area, I'll agree.
