Is that still the case? There are a couple of small online LEGO retailers in
Australia (that I know of), neither currently have a store-front, though one did
a couple of years ago. That one (which is currently closed for personal reasons)
also ships internationally, mostly to Asia.
Neither sells individual parts at their commercial site, but the one that's
closed does have a Bricklink store (also currently closed). Whether sets are (or
have been) broken up and sold on Bricklink I have no idea.
