There are signs near every entrance to the building area asking people not
to take the pieces. That said, they do have a big theft problem. I spoke
with one of the people manning the building area and he told me that even
though they ask people not to take the parts, they do expect some level of
theft. It has been my experience that if you ask one of the people if you
can have a couple of parts, don't get greedy, they will likely let you have
them.
Two weeks ago I was at LEGOLAND California and visited the building area on
Castle Hill for a while. While they did not have a great variety of bricks
to build with (it was actually hard to build anything due to the limited
variety of pieces) they did have some nice pieces in huge quantities. For
example, they had hundreds (literally hundreds) of black steep slope outside
corner pieces (like on the front of 6081 -
http://guide.lugnet.com/set/6081). Even though I am not a castle fan I
would have loved a handful of those! If someone had been working I would
have asked for a couple but unfortunately it was unmanned so I was unable to
do so.
Hope they still have 2585 on Sunday night when I get to Orlando. I have to
be in our Orlando office on Monday so I'll have to make a mandatory stop at
the LIC after I get in.

Judging from how the Virginia Outlet handles theirs, it is mostly from K-8s (which are stocked with pieces either from damaged boxes at the factory, or factory overruns of some of the parts bags). They may also stock it with parts from (...) (24 years ago, 23-Sep-00, to lugnet.market.shopping)
