I have had this happen to both torsos and leg pins.  I have never cared enough
to find a glue that works.  Basically, I don't think TLC ever really intended
for us to take the minifigs apart that far, otherwise you might expect something
along along the lines of technic axles fiting in through the torsos and such.
My experience is that legs are a lot more fragile than torsos if you don't take
them apart carefully.  My brothers in particular seem to have had a knack at
breaking legos.  When I inherited theirs (we are all in our 20's now) I had a
bazillion little hands and legs and arms (and those little flying feathers for
the caps of knights).  It took me hours to get them back into minifig shape. :)
I also noticed that many of them were loose on the body.. another effect of
changing too many times.

removed, including Flatfoot Thompson and a '96 coast guard fig. It makes their
arms very loose, and I hate this cause sometimes they just come out when
you're moving them.

Also, the pins on the waist pieces break pretty easily too. Once when I was
taking a leg off it broke off, pin and all. I tried gluing it, but it only
stayed a few days. Has anyone had this happen as well? Is there a special kind
of glue that will hold the leg on?
