I'm not sure.  There seem to be quite a few people who do both, also.

I'm a "sets are parts packs for my MOCs" kinda guy, though.  I think the only
sets that are staying assembled right now on my shelf are 6067 Guarded Inn,
928 Galaxy Explorer, and 8000 Battle Droid (going to be my 'at work' Lego,
soon).  Oh, and a Speeder Bikes set because of (and I quote my wife) "the cute
little scout trooper-woopers"
