Yes, definitely. Ideally, with significantly more of common characters
(peasants, stormtroopers) than of "specialty" ones (Darth Vader, kings and
princesses). In fact, it might even be reasonable for the minifig packs to
_only_ have generic characters.

With the reintroduction of Castle and the long-unseen and much-coveted maiden's cap returning in black, it's clear that every theme or sub-theme that TLG produces would profit greatly (...)
