I would suggest not putting too many restrictions on building. Just call it
a 16x16 plot with one or two street faces, and one back alley face. Remember
in medieval towns, land was expensive and people built one shop up against
the other to help hold it up. If people really want little gardens along the
edge of their plot- welcome to it.
