Hey andy,
The only time formal attire comes up in the books so far is the Fourth book:
the goblet of fire. the students are asked to wear "formal robes" to
commemorate the tri-wizard tournament, however the book explains these robes
are just fancier versions of generic school robes. The possibility of
heraldic torsos for the HP minifgs is very slim, if not non-existant.
One thing, though.

In the upcoming books (5,6,7) harry's world will again be plauged by lord
voldemort, now freed at the end of the fourth book.
He has subjects which dress similarly (the death-eaters), and there is a
rumor that the fifth book will introduce a magical task force (something to
do with phoenixes) founded to combat voldemort. When, and if, these minifgs
are made, we could be looking at the closest thing to "castle soldiers" in
the HP line.
Let's hope they wear similar clothing.
