    I, too, am beginning to wonder a lot of things.  I have a pic of King
Leo's Castle that I guess I'm not supposed to have, that has the number 6098
clearly shown on the box.  So, the 6091/6098 mix-up may not necessarily be a
screw up.  Perhaps this is like 6047/6099 - different numbers for different
countries, and they didn't print the extra number on the box or
instructions, as it I supposed to be some kind of surprise?  Thats my best
guess.  Also, I don't read Portuguese very well, although I recognized the
words as being Portuguese, I didn't see the mistake you point out on 6095.
I know other toy companies (Hasbro) have been making error versions of
so-called collectible Star Wars action figures for a few years now... and
some say its not an total accident.   There are a lot more Lego mistakes
that I can see than there were, say, 5 years ago.  Maybe its harder to find
good help these days, or perhaps they didn't clean house quite well enough
last year.  Or maybe they heard that song, "Lets give 'em somethin' to talk
about."
   A funny thing about the boxes.  Some sets, like 8448, come in several
smaller divider boxes, but have the flip top lid, which is a little useless,
while the new 6091/6098 is in (fairly) traditional polybags, but you can't
view the contents without buying the set!  I think your guess about saving
costs is the right reason for this silliness on TLC's part.
