I'm not sure what L3P/L3Lab do, but in LDView I require the part's base
filename to not end with a letter (as well as being in the parts directory)
in order to treat it as a part for the purpose of seams.  I did this because
I noticed a number of subparts in the parts directory, and all the ones I
saw had a filename that ended with a letter.  (For example 206a.dat and
206b.dat are the subparts of 206.dat, and should therefore not be
individually shrunk.)  Are there any actual parts that have filenames that
end with a letter?
