I created another fix, hopefully this one will solve the problem.
I tried it with two different versions of LDDesignPad, installed
at two different locations and it worked.
Version 1.1.2 can now be downloaded from my site.
http://home.hetnet.nl/~niels-karsdorp/ldraw/utils.htm
I have also added some debug info.
double click on my yellow NKP-logo will show the paths where
the plugin tries to read the files plugincolors.txt and pluginwheels.txt
Wait a minute, wait a minute, wait a minute.....
While typing this message a might have found your problem.
Do you have a shortcut to LDDesignPad that has another folder as
'Start in' under it's properties?
In that case, use a shortcut to LDDesignPad with the LDDesignPad's
folder (not the pluginfolder!) in 'Start in' under properties.
I created a shortcut and changed the 'start in' property. The
shortcut launched LDDesignPad, but my PluginWheelGenerator 1.1.2
failed to read the required files....
That might be it. Do you encounter the same problem with other
plugins?
