Yes. Not to be pedantic, but there are gobs(1) of people that don't have
home PCs, but who have email access from behind a firewall at work. In
many cases they don't have web access. This may well be because they
have access via some weird package such as CC:Mail, Notes, or some other
proprietary package (like MS Outlook, actually), because they are still
using mainframes, or because their IT department just isn't yet out of
the stone age and has web blocked.

The IT department at my last client JUST turned on web access for people
in the last 2 months.

Besides, even if there was someone without web access, they could always send a
subscription request via e-mail to news@lugnet.com...  It wouldn't be too
difficult to handle a rare special case getting someone set up by hand.

But this takes care of the problem. (2)

1 - gobs in this case represents well under 1/10 of one percent of the
total email population, mind you, but it is still thousands of people.

2 - and further, people without web probably also don't have news
access. So they may well never have heard about either RTL OR LUGNET
anyway except via hearsay.

(...) OK, fair enough. A follow-up question, then -- is there anyone who (a) only has e-mail access and (b) also doesn't know anyone who does have web access and (c) can't go to a library or cyber-cafe to use a web page to sign up for something? (...) (26 years ago, 23-Jan-99, to lugnet.cad)
