I've scratched my head about this as well, but I suppose Parts Tracker is just
for unoffical files. To get an offical DAT file, you can just type a URL into
your browser (substituting the correct part number, of course):
http://www.ldraw.org/library/official/parts/3001.dat

Though, to convert it to another 3D format, don't you also require all the
referenced primitive DAT files, too? Seems like a lot of hassle to download
all those individually.
