If you go to <http://www.geocities.com/partsref/ldao/>, there is a
beta-version of LDAO with a recursive Inliner. But it only works on
files referenced relative to the standard directories.[1] So if you've
got a bunch of files somewhere other than ldraw\models, I'd suggest
copying everything to ldraw\models temporarily, inlining from there, and
then deleting the temporary copies.
You could also use MPeedy (or Jacob's buildmpd) to compile MPD files,
instead of inlining. That would give you smaller files which could be
decomposed by users.
