Well, I have to say that your use of the term "reverse auction" is a bit confusing. Normally, "reverse auction" refers to Dutch or descending-price auctions in which all bids come from buyers (and the bid *falls* over time), not auctions in which (...) To blink LEDs at 40khz, you could try using the 555 timer. Radio Shack carries the 555 timer chip, a little booklet explaining how to use it, and any external components you need.
