Compression should be minimal unless you manage to create a fairly
concentrated force. Using baseplates on top would eliminate most of the
possibilities of the LEGO causing localized damage.

They look about the same to me.
On the other hand, 1/4" or 3/8" plywood shouldn't be all that much
heavier and doesn't have any of the compression, puncturing, or
shattering issues that the foam might have, so it may not be worthwhile
using, though it does have the attraction of significantly reducing the
power tools necessary to build tables.
