Actually, you should be pleased.  You can pick up a brand new one on the
secondary market (aka Brickbay) for about $10, far less than if LEGO
included it in the set.  I personally wish it didn't come with each set, I
must have a dozen and the most I have ever used was four and that was for
the NCLTC exhibit at the Raleigh GATS show.

Yea, numbers of speed regulators is one of those interesting things...

You're dead without one
Two is highly desireable (so you can run two independant loops of track)
Three or four provide you a way to run accessories or wall warts for your RCXs
After that you start trying to come up with creative ways to use them. Wrap
some pretty wrapping paper around them and give them as Christmas gifts to the
inlaws. Tie a bunch of wall warts to a chain and use it to replace your boat
anchor.

I personally am extremely happy 10001 will not have a regulator. I wish 4560
had been available in the US. I'm REAL glad 4565 came sans regulator...
