Actually, you should be pleased.  You can pick up a brand new one on the
secondary market (aka Brickbay) for about $10, far less than if LEGO
included it in the set.  I personally wish it didn't come with each set, I
must have a dozen and the most I have ever used was four and that was for
the NCLTC exhibit at the Raleigh GATS show.
