I agree.  A bogus motor that's one plate too high is all very well for a
four-wheeled engine, but not for a bogey.

But you can build a nearly 100% replacement if you do
not use the bogie plate, but tiles and for e.g. this part:

The hole of this plate is a halfstud offsetted against a technic plate or the
bogie plates pin.

Interesting.  Does that take a standard technic pin?  I always thought the
hole was smaller.

I have used this solution for this engine (the round 1x1x1 are now replaced
against black minifig heads from the SW sith infiltrator):

I've done a pretty good one myself - but there are no pictures up yet.  I'll
try and MLCAD it this week.  I've actually done two - one uses half-stud
placements for the pin on top and the end buffer bar, and goes opposite a
real motor on a powered coach.  The other is a whole stud out, using a bogey
plate, and goes on subsequent carriages.
