Jeff, your post met my sentiments exactly. I'm really glad to see no
national flags on the "Mars Mission" sets - and none on the "Life on Mars"
sets either.
I saw this video of Burt Rutan (private spaceship design pioneer) where he
addressed this very subject - it's a video that should get the gears turning
to inspire all .space folk to explore new ideas.

The concept of lots of different groups involved in space exploration
invigorated the Lego Space theme during the mid-to-late 80's. We had
Futron, Blacktron, Space Police (a force that are more fun if they're not
*always* the good guys). Since then we've had a lot more interesting space
themes and adventures than would have been possible with the classic space
faction alone. :)
I join Burt and Jeff in the idea that the most rapid technological progress
will come not from "cooperating governments", but instead from competing
enterprises of all kinds.
