Will you be selecting a color scheme (or at least a partial color scheme)
for us all to follow?  I suggest mostly grey with any other color
highlights.  That shouldn't confine people too badly but will still result
in an end model that looks like all the parts belong together.  Plus, grey
is probably one of the easier colors to get, and it's easy to match other
colors to.
I think that using a non-color as your base color (white, black, grey,
dk. grey) and using a real color as your highlight or flashy color
(just look at Jon Palmer's stuff, very controlled) is the best bet.

Will this thing be rendered?  You could make an option for people to submit
a .dat file and then the entire structure could exist in cyberspace.  It
would also make it easier to match the color scheme and to get modules from
people who can't attend the events.  I imagine this thing will be getting
far too long to exist in real parts, anyway.  :)
for now, LDRAW is out.  I mean, sure, you could use it to get your module
together in your mind, but eventually it has to be built.  So that means,
all the pieces you use have to exist and then you either have to pay someone
to build it for you (i will), OR you hit bricklink and get all the parts
you need, and do it yourself. :-)

Just to make sure, I think I understand the structure: a long elevator shaft
with modules coming off of it, sort of like a polymer with several different
molecules attatched to the carbon chain?  Or like the "Helix" in Star Trek -
Enterprise?
right

All the modules you suggested sound like this is to be a military base.  Is
this to be limited to military base-style modules, or is it more like a
civilian space station?
definitely not limited to military.  this base is owned and operated by
an international civilian agency (that DOES lease space on the base to
military modules, but also to non-military ones)
