I'll agree with (and not quote) the consensus on the group. Save your
money and DON'T buy the expansion packs.

Rotation sensors are a MUST. I've just received two and now I can integrate
and test them with pbFORTH...

I'm also in favour of the Search Sub or 8277 Giant  Model Kit as good addons.
The trouble with these is they don't have good wheels.

I'm getting the 8286 3in1 car for my birthday (I'm turning 38 so I figure
it's still OK to want LEGO, right?). S@H Canada is selling
these off for the equivalent of $70 US after taxes. LOTS of cool parts
in black, yellow, and grey, and 4 more of those big wheels,
except the hubs are yellow.

If you can find one, the 8062 Universal kit is good too. It comes in a Technic
suitcase which is decent for recycling :-) Use PLANO boxes instead.

Another option is that stupid 3038 Spider Slayer. It has a motor and 9V battery
box, 2 figs and some angle and half beams. I've seen this set at our local
WalMart at $30 US on a blowout...

Remeber that "AFOL and his money are soon parted" sigline? It's true. Think carefully
and don't go into acquisition mode. I know from whence I speak here. Get some
general addon kits and then BUILD, don't wish for parts you had to make
models you can't..
