Could someone write a C program that just hangs out and waits
for the RCX to send a datalog to it?
I doesn't work that way.  The RCX sends up to 50 data points at a time when
it sees the UploadDatalog command. The RCX won't do anything thing like that
from a program.  The UploadDatalog and SetDatalog are Immediate Commands and
can not be included in an RCX program.

Worse than that, the IR tower will not receive a message unless it is
currently powered up.  Since the IR tower automatically powers down a few
seconds after transmitting data, you will not be able to receive data
unless the C program explicitly asks for it.

P.S. The upload datalog request allows you to specify how many data points
get set, it is not 50 data points unless you ask for 50 data points.
