Wait for a calm day and mount it 3 ft above a car, or on the front of a
bike with a speedometer.  Make several runs in opposite directions at
constant speed and take the average.

Alternatively, drill a hole half way along a broom handle and place it
on a lidless record player.  Put the anemometer at one end and a
counterbalance at the other.  Speed can be calculated from radius and
rpm.

You'd need to place a resistor in
line to help avoid damage to the RCX though.

It depends on the motor and the speed of the wind.  and anyway, a
resistor on its own would not necessarily reduce the voltage.  A series
resistor and parallel zener diode would be safest.

Another way is to attache a propeller to a rotation sensor.  No voltage
limiting required.
