Are we sure the numbers are consecutive?
In most business type numbering schemes, you add an extra digit
which is calculated from the others as a way to avoid problems
with typo's.
That may not be the case here because I don't think there are any
situations when the number is actually used for anything - but it's
possible that there are ten times fewer of these things than you might
expect.
