Well, the compute power and memory capacity of the RCX
aren't gonna allow much in the way of image processing,
so even if you could somehow interface the camera, I
don't know what you could do with the image it captures.
What I've suggested (but havn't tried) in the past
is using the camera that 'ThinkGeek' sells:

...it's tiny - runs off a 9v battery and broadcasts
an NTSC signal that any TV reciever can pick up.
So, you SHOULD be able to install a TV tuner card into
your PC and receive the signal from the camera. Software
in your PC can do image recognition - then send the
results of that work to the robot via the Lego IR link.
The Lego link isn't fast enough to send video - but
since the PC is probably needed to do the processing
anyway - that's no great loss the RCX can just be told
the coordinates of the target - or which way to turn
or whatever.

Yes - that certainly needs to be avoided - but having
the PC help out with the heavy processing may be a
necessary evil.
There are probably cheaper sources for the ThinkGeek camera.
