Nope. Not that Ive ever seen.

I can distinctly remember building a recent kit (maybe a SW Mini? Spider
Man?) that had a really small Technic pin in it. This pin fit into the
underside of a plate, and allowed you to put another part 180 degrees to the
first part..

The only pin with a stud on it is the 1/2
pin, though the TECHNIC pin tip is only slightly wider than a stud, and can
usually be used like one. In fact, many of the basic bricks are being produced
with ridges near the top of the inner wall surfaces that the pin flanges can
lock into (the easiest way to see these is to check out clear 1x3+ bricks, like
the 1x6s used in the mini Knight Bus). The only parts I know of that have
studs facing 180 degrees opposite are plates (two variants of the 1x1 plate w/
headlight) or bricks (5-stud and 3-stud 1x1 brick, and the 24-stud 2x4x2 brick).
