Very good question! One that a lot of us struggle with, no doubt.

I take it you are detailing the interior because if you weren't the question
would be moot.
I would say yes if you can afford the space. But don't wear a hair shirt if
you can't, because you can get away with leaving it out.
As Ben said, it takes up a fair bit of square "studage" to do a stair. And
it's boring. Use the space to squeeze in another bedroom or study or
whatever and don't feel guilty about it. Or, if its big enough, go for it.
