From the Arbitrator's point of view, it tracks the how long each turn
takes, but takes no actions based on that time. So we must watch turn
time manually.
Personally, if you go over the three minutes by a few seconds, I don't
have a problem with it, and I don't think it should be an issue.
As Chris pointed out, if you do that too often you'll run out of total
move time pretty quickly.
