Regardless of what Chris says, this is how the Arbitrator works:

The Arbitrator only listens to the robot that is currently playing, if
the other robot pressed it's end of turn sensor, it will be noted in the
log, but will not do anything.

The Arbitrator listens for the current player to press, then release the
touch sensor.  On the release the timer is switched over to the other
robot and the Arbitrator presses it's touch sensor.  The arbitrator will
press and hold the touch sensor for between 1 and 1.5 seconds then
release.  The receiving player my choose to react to this however it
pleases.

I would say if it happens once or twice during a match we would correct
it and play on.  If it continues to happen the offending robot would
have to forfeit

The Arbitrator will record when a touch sensor is pressed.  It has also
been very reliable, during testing, at pressing the touch sensor.  So we
can reasonably tell if the message wasn't sent or wasn't heard.

Hi, I tried to download the hello-world demo-program after downloading legos for the first time. It failed with the message "delete program failed". What program should be deleted, there is none! Anne (21 years ago, 26-Jan-04, to lugnet.robotics.rcx.legos)

I have a couple timing/handoff questions. First, when does a player's time start? Is it when the other robot/arbitrator presses the EOT button, or when they release it?
