I think it depends on whether you are defining "complete" as an enthusiast or
as a collector. An enthusiast would be complete just having all the spaceport
sets, regardless of where from. A collector would be complete only when 1 of
every official product was possessed. In essence, it boils down to how picky
you're being ;)
