Not only that; in the Big Brother world you envision, they would no doubt
make a note of your presence in a gun shop, whether or not you made a purchase.
And in any case, if the function of this card were to clear you for gun
purchases, they would have to track its use even if you didn't buy anything,
since you could swipe your card and then buy with cash.
