Yes, there was no year 0.
Yes, the 21st century does not begin until January 1, 2001.

Where in the world did you get the idea that 2000 would be *ANY* part of
the nineties?
The nineties (which is just a shorthand notation for, most recently,
nineteen nineties) went from 1990 to 1991. The 10 year period is
abviously so named because of the names of the numbers in it. It has
no relevance to being in synchronization with the year count since 1 BC.
2000 doesn't have nineteen ninety anything as a part of it, last time I
checked.
